If your WindowXP is English version, you can configure your window to support Chinese capability. Here is what I have experienced. I didn't copy from any other place. I just try and error and took notes. The following is how I did it.
Have your WindowXP CD ready
1. to configure your computer for displaying Chinese characters:
Ø go to start
-> control panel
-> date, time, language and regional options
-> Regional and Language options
ØCheck the “install files for East Asian languages”
ØSelect “apply” and wait for the system to load the files from CD.
ØSelect "Advanced" tab
ØUnder “Language for non-Unicode programs”, use the pull down menu and select “Chinese (Taiwan)”.
ØAfter restart the window, traditional Chinese can be displayed.
2. To verify that the Chinese characters can be displayed:
ØGo to
http://tw.yahoo.com , you should be able to see Chinese characters on this page.
ØGo to Internet Explorer's pull down menu, select View -> encoding, Chinese Traditional (big5) should be on the list.
Ø if you encountered an Internet page that didn't display Chinese, make sure the encoding for Chinese Traditional (big5) is selected.
ØGo to Outlook or Outlook Express, any Chinese names on the “From” column should be properly displayed.
3. To configure your WindowXP for writing Chinese characters via IME (input method editor)
Øgo to Start
-> Control Panel
- > date, time, language and regional options
-> Regional and Language options
Øunder the “Language” tab, select "details" box
Øin the details box, select "Setting" tab
Øselect "add", then system displays “Add Input Language” menu
Øin the "input language" pull down menu, select "Chinese (Taiwan)”
Øin the "key board layout/IME" pull down menu, select "Microsoft New Phonetic IME"
ØClick OK and system adds the “Microsoft New Phonetic IME 2002a” in the Installed services box.
ØHighlight the “Microsoft New Phonetic IME 2002a” and select “Properties”
ØUnder the “Keyboard Mapping” tab, select “Han Yu Pingyin”
ØSelect OK
ØNow you have enabled Han Yu Pingyin as Chinese input method.

o another add under the Setting tab
Øselect "add", then system displays “Add Input Language” menu
Øin the "input language" pull down menu, select "Chinese (Taiwan)”
Øin the "key board layout/IME" pull down menu, select “Chinese (traditional) - Phonetic"
ØClick OK and system adds the “Chinese (traditional) - Phonetic” in the Installed services box.
Øhighlight "Chinese (traditional) and select “Properties”
Øselect 標準式 under 鍵盤對應選擇 and 注音 under 查詢組字字根”
ØSelect 確定
ØNow you have enabled 注音符號 as input method
To use the IME (Input Method Editor):
ØFind either CH or EN on the bottom of the screen.
ØRight click it and select “additional icons in task bar”
ØChose the left most field, EN for English, or CH for Chinese
Øn Chinese, select either New phonetic 拼音or phonetic 注音as your input method.
ØOn the language tool bar, select soft keyboard to help you use 注音 as the input
ØHan Yu pingyin and注音 is one to one mapping with some exceptions.
