Energy use Control is related with Legislation
Shannon Proudfoot speaks rather positively on the issue of controlling energy use in Canada on the newspaper The Vancouver Sun published on 12th July 2007. He lists several examples to approve his survey; such as the using of fluorescent light bulbs and conservation of water. However, he also points out that the use of chemical pesticides has declined slightly only except that in Quebec, which gives a good example of the concept that the improvements of energy use control has close relationship with regulations.
I strongly agree with this opinion that voluntary environment efforts need to be shored up by legislation.
Apart from the example given in the writing for the use of pesticides, the fact of lowest consumption on plastic bag in European countries approves that energy use control is related with regulation set up by the law. In many countries in Europe, supermarket is not allowed to offer free plastic bags to the customers. In Germany, there is no any plastic bag available for carrying the customers purchase; even customers would pay for it. Since it is set up by the law, therefore; people must follow it. The result is that the white garbage ranks much lower than that in Canada. Looking at the situation in Canada, most of supermarkets offer the plastic bags to the customer. People all know the long term serious problem caused by this kind of white garbage, but no one would like to take their own green containers to go shopping. From this fact, we have to admit that the regulation or rule on prohibiting using the plastic bag is much more necessary than propaganda.
When mentioning the water usage, though the writer’s survey shows that people nowadays are more dedicated to water conservation, I have some doubts towards the truth, at least the situation in Great Vancouver, as the lack of regulation to limit the water wasting. In recent years, the condos rise rapidly all over the big cities in Canada. The owners or tenants need not pay for water consumption, as the cost is included in the management fee. There is no any motivation for people living in condo to pay attention on water saving unless the people are highly concerned about the resource saving. Nevertheless, if the cost of water per household is separated from management fee in property management regulation, it will encourage people to think of water conservation.
Regarding the transportation energy, the article admits that the majority of Canadians continue to drive solo to work. In this case and the concepts of car sharing a car with others is not easy to be accepted. As I know that Vancouver Government will increase 200 buses before 2010 to stop the private car increasing, which I think that it is a great project. However, another news is that the transit fee will be raised 11.1%. This decision will discourage people to use public transportation because the lowest payment does not increase 11.1% accordingly.
To curb energy use and voluntary environment, propaganda is one hand, another hand is to launch a proper regulation/rule, as people need tools provided by authority’s legislation so they can do meaningful things.
